Are you using DivX footage?

Give us some more info on what type of video you're using and where it's from.

Res, bitrate, codec, source <--alll helpful.

As well as your computer specs :)

Sigh... you really need to learn the BASICS before you try making a video... Go read ermacs guide... and read the guides over at doom9.org.

If you're talking about the video in the preview window lagging when you hit the 'play' button, that's fairly common, especially if you're using higher-bitrate/size/quality video on a machine with less power/memory. And by less power/memory I don't necessarily mean a P2-300... my 1Ghz/512MB box lags a bit when I hit 'play' on a project working with .avs'd vob files, and sometimes still lags when I have had Premiere preview the section. I tend to not really trust what the video looks like until it's been exported. *sigh* I need a faster CPU and more memory, but, I digress.

However, Z does have a point- reading through the guides here (off the main org page- click the logo at the top of the forum page and look for 'guides' on the left) will do you a lot of good, and some of the doom9 ones can be useful as well, depending on what you're doing. They likely won't answer all of your questions, but you'll have the technical background information at your disposal to give us the more detailed information we usually need to be able to try and help you.

It's lagging because its an mpeg file. Mpeg files are not designed to be edited. This is all explained in the guide.
