24 FPS with Higher Visual Quality or 30 FPS with Lower VQ?

That's why I said "AT THE SAME BITRATE". Let's pretend we have 1 megabit per second. At 24 FPS, each frame gets 1/24th of a megabit. At 30 FPS, each frame gets a much smaller amount, 1/30th of a megabit. This is true regardless of frame blending or resolution or any other factors. Does the blind man see now?
