Strange artifacts on ripped Akira DVD footage

I ripped Akira like any other FILM anime dvd, and i noticed when playing back (directly from the dvd in powerdvd, or from the ripped .m2v in media player) the footage, in any scenes with a lot of darkness there are strange blueish whitish grey distortions and artifacts all over the place. These do NOT show up when watching on a TV screen. This has never happened to me before and I was wondering if anybody else was experiencing this or has any suggestions?
