how do i do those seisure inducing flashes?

i've noticed recently that a lot of people make use of bright flashes in their videos (mostly action videos). they usually appear in time with the music (like whenever the bass drum is beat). how do you do those in premiere? are they transitions or do you guys just use keyframes and up the brightness and contrast in time with the music?

Make a white bitmap. Place it where you want a flash with intersecting footage quickly fading into and out of it. Or don't bother with fades if you want the flash to be really abrupt.
