removing text or resizing clips

I know there's a guide for this *somewhere* since people have to address this problem eventually, but I can't find it. I need to know how to resize a clip, cutting off text at the bottom (if that's even possible - I don't want to blur it out, just cut that part completely).

And before I get flamed about using fansubs or whatever - it's not fansub, it's official, legal, US licensed dvd - it just has a translation for the songs that refuse to come off by unclicking the 'subtitle' option in DVD Decrypter. I thought I could use AVI2DVD to resize the footage, editing the bottom so it's higher and hides the text, but it only worked once, and I can't seem to get it to do that again.

Any help would be greatly appreciated. There are a number of songs in the video I'm working with (Earthian, if it matters) and the text ruins any of those scenes that I might use in a video. If someone can shove me in the right direction for getting rid of text (probably a layer issue, or maybe an avisynth solution), or editing the height of a clip, I would greatly appreciate it.
