For me, "decent bitrate" is 1024-2048 Kbits/sec, with Gaussian Blur if my footage is live-action or CGI and without it if my footage is cel animation. Live-action footage at 2048 Kbits/sec with Gaussian Blur looks godly! Well, animation at the same bitrate with Gaussian Blur also looks godly, but it has much bigger filesizes. For some reason, Gaussian Blur decreases live-action filesizes by 33%, but increases animation filesizes by 50%! Ergo, I only use Gauss for live-action footage and not animation.
