Using Lagarith codec in VD. Getting more footage than wanted

I will highlight the area of the anime I want to render, say, I would want 15 seconds of footage. I highlight that area, but once I open the saved project, the video seems to render about 2x the size of the area I rendered. I want just specifically the area I am rendering in VD, not the area + an extra 30-60 seconds of footage. How do I stop this from happening?

Open video in VDub.
Use in and out point markers to select the correct range of frames.
Set your Video Compression settings.
Export from VDub to a new clip.
Open new clip in video editor.

Because it reads like you're skipping a step in there.
