There are thousands of sad songs. May you elaborate on what exactly you are looking for?

Drama? Romance? Just lyrical or is it about the melodies?

Any specific genre?

The Scientist by Coldplay is kinda sad with a bit of romance in it.
A music genre would be good if you wanted a more specific answer.

"I Can't Make You Love Me" by Bonnie Raitt is possibly one of the saddest songs on the planet. Her voice in that song is heartbreaking.

'Vanity' by Emily Brindiger, composed by Yuki Kajiura.
Emily Brindiger is an American singer and Yuki Kajiura is the very person who composed nearly all of the great music in CLAMP's 'Tsubasa Reservoir Chronicles'.
