Seconded. I haven't gotten Damnation yet, but I've heard two or three of the tracks, and they're nothing short of insanely awesome.
I'd like to add Harvest of Sorrw/Mies Del Dolor from Blind Guardian's A Night At The Opera, as well as The Bard's Song from Somewhere Far Beyond and A Past and Future Secret from Imaginations From The Other Side. Nightfall in Middle Earth also has several "slow" songs, one being "The Eldar", which is the longest of them.
The Silent Man by Dream Theater from Awake is rather awesome, as well. And you know, just go pick up Dream Theater's Images and Words album, the whole thing's pretty damn good, and pretty fitting of your criteria, except for a few tracks on the "loudness" factor.
Then, to go a bit older, Shine On You Crazy Daimond parts one and two and Wish You Were Here from Pink Floyd's Wish You Were here. The other two songs on the album are awesome, too, but they're not as slow. Also, In The Flesh?, Comfortably Numb, and Hey You from The Wall.
And, simply because it's a great album, get Ayreon's The Human Equation.
