Refresh Rate Simulation Filter (any platform)

Does anyone know of a filter (or program) that can imitate the gradual adjustment of the screen's refresh rate? For example, I want an image to start at a high frequency (appearing solid) and gradually have its refresh rate reduced so that it seems to flicker more and more over time; also, I need to...

I think it would be best to point out the fact that there would be only audio on the "report" button... since most of the time the critics think that the video was a trick and was just audio... not that it couldn't play.
